Continuity, survival or consolidation? Factors explaining the validity of a regional movement: the case of Perú Libre in Junín between 2008-2018.

Abstract

This research article delves into the factors underpinning the enduring presence of Peru Libre in the political and electoral landscape of the Junín region from 2008 to 2018. Employing a mixed-methods methodology, incorporating interviews with key stakeholders, source scrutiny and data analysis, the study reveals that the party is anchored in a familial elite and a centralized structure, constraining organizational growth while ensuring electoral stability. Furthermore, it capitalizes on both administrative and personal resources, strategically positioning itself in the Regional Government and forging alliances with social networks. Externally, the regional electoral system and the fragmentation of national parties contribute to its success. Despite its apparent lack of institutionalization and alignment with the characteristics of the Peruvian political system, Peru Libre's sustained role in competition establishes it as a pertinent case of ongoing party development. However, this analysis issues a caveat, noting that perceptions may undergo alterations within the national context.
